Nearly all blades for paper cutters are actually two pieces of metal permanently bonded together. The area along the cutting edge is made of a strip of hardened steel or carbide that can withstand the forces of cutting tall stacks of material. The harder material inlaid in the blade also can stay sharper for much longer than the softer steels that make up the majority of the blade.
